Putin Praises Musk as Russia Builds a Starlink Rival Network

By Global Leaders Insights Team | Oct 29, 2026

Russian President Vladimir Putin has praised Elon Musk, calling him a “real genius” while discussing satellite technology and Russia’s plans to develop its own satellite internet service.

The project, known as Rassvet satellite network, aims to provide internet connectivity through satellites in low Earth orbit.

Putin’s comments come as Russia works to build an alternative to Starlink, the satellite internet service operated by Musk’s SpaceX.

Speaking in Moscow, Putin highlighted the need for communication between countries and companies to prevent their satellite networks from interfering with each other.

Russia Works to Develop Its Own Satellite Network

Starlink has become one of the world’s largest satellite internet networks, providing internet access in remote areas and places where traditional broadband services are limited. Its satellites have also become important for communications during the Russia-Ukraine war.

Russia’s Rassvet project is still in its early stages compared with Starlink. While SpaceX has launched thousands of satellites, Russia has a much smaller number in orbit for its competing service. Building a network on a similar scale will require significant investment, regular satellite launches and reliable ground infrastructure.

The Russian government sees Rassvet as a way to strengthen the country’s technological independence and reduce its reliance on foreign communications systems. Developing its own network could also help Russia expand internet access across remote regions.

However, competing with Starlink will not be easy. SpaceX already has an established network, a large customer base and considerable experience in launching and managing satellites. Russia will need time and resources to build a system capable of offering similar coverage and reliability.

Putin’s comments suggest that Moscow recognises the importance of satellite communications as more satellites are launched into orbit. Satellite operators need to manage their systems carefully to avoid interference and ensure that services continue to work properly.

Starlink’s Role in Ukraine Raises Concerns

Starlink has played an important role in Ukraine since Russia launched its full-scale invasion in February 2022. Ukrainian forces have used the service to maintain communications, particularly in areas where conventional networks have been damaged or disrupted.

The service has also drawn attention to the influence private technology companies can have during a war. Decisions made by satellite operators can affect communications on the ground, raising questions about how much control private companies should have over technology used in military operations.

Restrictions on some uses of Starlink have added to these concerns. The situation has highlighted the risks of relying heavily on a private satellite internet service, especially during a conflict.

For Russia, developing Rassvet could provide an alternative to foreign satellite services and give the country greater control over its communications infrastructure. However, building a reliable network will take more than launching satellites. It will also require ground stations, technical expertise and a system capable of supporting users across large areas.

Putin’s praise for Musk comes despite the wider political tensions between Russia and the United States. His comments underline the importance of space technology and the need for cooperation to manage increasingly crowded orbits.

As more countries invest in low Earth orbit satellites, competition in the global satellite internet market is expected to grow. Russia’s progress with Rassvet will show whether it can establish a viable alternative to Starlink and reduce its dependence on foreign technology.
