Philippine Senate Picks New Chief Before Duterte Trial Begins
By Global Leaders Insights Team | Jun 17, 2026
The Philippine Senate on Wednesday elected a new Senate president, replacing a Rodrigo Duterte ally just weeks before Vice President Sara Duterte’s impeachment trial is scheduled to begin.
Senator Sherwin Gatchalian was unanimously elected as the new Senate president during a special session, replacing Alan Peter Cayetano, a known Duterte ally. The Senate leadership change comes at a crucial political moment, with Sara Duterte impeachment proceedings expected to begin in the Senate on July 6.
The move is being closely watched as political tensions continue to grow between Ferdinand Marcos Jr. and the Duterte political family, once political partners before relations between the two camps deteriorated.

Senate Leadership Shift Ahead of Key Trial
The Senate gathered for a special session called by President Marcos to discuss urgent national matters, including proposed legislation against political dynasties. However, attention quickly turned to the leadership change, given its timing ahead of the Philippines impeachment trial.
Gatchalian received the support of all 13 senators present during the vote, officially taking over from Cayetano after weeks of uncertainty over Senate leadership.
Earlier this month, efforts to change Senate leadership had failed due to a lack of support among lawmakers. Wednesday’s vote finally ended the deadlock and placed Gatchalian in charge at a time when the Senate is preparing for one of the country’s most politically sensitive trials.
Cayetano, who previously served as foreign affairs secretary under Rodrigo Duterte, had dismissed claims that leadership changes were linked to Sara Duterte’s impeachment. Still, the timing of the shift has raised questions among political observers and added to concerns over the growing Philippines political crisis.
Sara Duterte Impeachment Adds Pressure
Vice President Sara Duterte is facing accusations that include the alleged misuse of public funds, unexplained wealth, and threatening President Marcos, First Lady Liza Araneta-Marcos, and a former House Speaker. Duterte has denied all allegations and said the case against her is politically driven.
If found guilty in the impeachment trial, Duterte could be removed from office and banned from holding public office in the future. Such an outcome could affect any possible bid in the 2028 Philippine presidential election.
The Senate will play a major role in the impeachment process, as senators will serve as judges during the trial. Because of this, any leadership change inside the chamber is likely to receive strong public and political attention.
The developments also come as the Duterte camp continues to face legal and political pressure. Former President Rodrigo Duterte and Senator Ronald “Bato” dela Rosa remain under international scrutiny over the controversial anti-drug campaign conducted during Duterte’s presidency.

With the impeachment trial approaching and political divisions deepening, the Senate’s leadership change adds another layer of uncertainty to Philippine politics. Many observers believe the coming weeks could significantly shape the country’s political direction ahead of the 2028 presidential race.
