Following an unsuccessful Ukraine-Russia settlement process U.S. Secretary of State Marco Rubio declared that Washington could stop all peace negotiation activities. Following his EU leaders meeting in Paris Rubio explained that President Trump stands behind peace efforts while stating that American diplomatic initiatives will end if no substantive progress emerges. The United Nations previously accepted a thirty-day temporary ceasefire through U.S. mediation yet substantial issues persist especially about the extraction deal and repayment obligations for prior military assistance. The failure of a broad economic partnership occurred when Zelenskyy accepted the framework in February which ended after Zelenskyy met with Trump and Vance during a disastrous Oval Office session. Talks, however, continue.

Yuliia Svyrydenko announced as Ukraine’s first deputy prime minister that a memorandum had been finished during that night. She explained that the agreement will create an investment fund to reconstruct Ukraine following its establishment. “We are happy to announce the signing with our American partners,” she said. Speaking to reporters in the White House, Trump said a deal could be signed next Thursday.

The Ukrainian government evaluates that Washington has provided considerable backing throughout its conflict with Russia thus its delegation will finalize meetings in the American capital about a reconstruction investment fund. Zelenskyy wants stronger relations with the Trump administration yet he resists funding the fund through repayment of military aid given by the Biden era because he considers it a grant rather than a loan. The business arrangement comes at a crucial time for U.S. weapons manufacturers because of Chinese restrictions on exporting rare earth elements. Russian military forces killed one person while hurting 74 in Kharkiv along with bombing civilian infrastructure throughout Sumy which led to substantial destruction.
