UN Council Backs US Resolution Supporting Trump's Gaza Plan

The United Nations Security Council on Monday approved a U.S.-drafted resolution endorsing former President Donald Trump’s 20-point plan to end the Gaza war and set up a new international framework for the territory’s future governance. The measure passed with abstentions from Russia and China, avoiding a veto.

The resolution supports creating a transitional administration called the Board of Peace to guide reconstruction, coordinate humanitarian aid, and oversee economic recovery in Gaza. It also authorizes forming an international stabilization force tasked with demilitarising the enclave by removing weapons, dismantling military sites, and preventing armed groups from regrouping.

Russia and China said they abstained because the U.S. plan assigns Washington an outsized role and lacks clarity on how the United Nations will shape Gaza’s long-term political structure. Despite their concerns, both countries said they chose not to block the resolution to avoid delaying efforts aimed at halting violence and enabling relief operations.

Hamas rejected the plan, calling it an attempt to impose external control over Gaza and stating it would not agree to any deal requiring disarmament. The Palestinian Authority, however, welcomed the resolution and confirmed it would participate in the process—an important factor in convincing Russia to step back from a veto.

U.S. Ambassador Mike Waltz said the decision “opens a path to stability” and provides a framework for Palestinians to rebuild political institutions. Israeli Prime Minister Benjamin Netanyahu reaffirmed Israel’s opposition to a future Palestinian state but said Gaza’s demilitarisation would proceed “one way or another.”
