Zelenskiy Heads to Berlin for Merz Talks Ahead of Ukraine Peace Deal

By Global Leaders Insights Team | Nov 03, 2026

Ukrainian President Volodymyr Zelenskiy is visiting Berlin on Tuesday to meet German Chancellor Friedrich Merz as Ukraine looks to maintain European support while diplomatic efforts to end the Russia-Ukraine war continue.

The visit comes ahead of planned peace talks in Abu Dhabi, where representatives from Ukraine, Russia and the United States are expected to meet next week.

Merz confirmed Zelenskiy's visit while speaking at a business conference in Berlin. He said the Ukrainian president was expected to arrive shortly after midday.

The meeting was not announced earlier due to security concerns surrounding Zelenskiy's travel. Germany has remained one of Ukraine's strongest supporters since Russia launched its full-scale invasion in February 2022.

Germany Continues Its Support for Ukraine

The meeting comes at a time when Ukraine is seeking continued military and financial assistance from its European allies. Germany has played an important role in supporting Kyiv by providing weapons, financial aid and diplomatic backing.

Merz and Zelenskiy are expected to discuss Ukraine's defence needs, the ongoing war and the country's position ahead of the next round of peace negotiations. Support from European countries is likely to remain a major part of their discussions.

Germany has become one of Ukraine's main sources of military equipment and financial assistance. The German government has repeatedly said that any peace agreement must respect Ukraine's sovereignty and provide long-term security guarantees for the country.

European leaders have also called for a greater role in discussions about Ukraine's future. They believe that decisions affecting European security should not be made without involving the countries concerned.

Zelenskiy's visit will give both leaders an opportunity to discuss their priorities and coordinate their positions before the upcoming negotiations.

US Plans Fresh Peace Talks in Abu Dhabi

The Berlin meeting comes ahead of planned talks between Ukraine, Russia and the United States in Abu Dhabi on November 10 and 11. US special envoy Steve Witkoff announced that Washington was working to bring representatives from both countries together to discuss possible ways to end the conflict.

The discussions are expected to cover security arrangements, efforts to reduce fighting, humanitarian concerns and possible steps towards a peace agreement. US President Donald Trump's administration has increased its diplomatic efforts to find a solution to the war.

Witkoff and Jared Kushner are expected to represent the United States during the Abu Dhabi discussions.

Before those talks, American officials are also expected to meet representatives from Germany, France, Britain, the European Union and NATO in Brussels. The discussions will focus on security guarantees for Ukraine, Europe's role in future peace arrangements and financial support for the country's reconstruction.

However, reaching an agreement will not be easy. Ukraine and Russia continue to disagree on several important issues, including territorial control, security guarantees and Ukraine's future relationship with Western countries.

For Kyiv, any peace agreement must ensure that the country can protect itself against future attacks. Russia's position on territorial issues also remains a major challenge for negotiators.
